what is the significance of the 2 minutes if there isn't any rest between rounds?

This workout is density style; therefore, the faster you finish your KB swings, the more rest you get between rounds. If you finish your KB swings in 20 seconds you get 40 seconds rest before you hit the rower again, but if it takes you 50 seconds to complete the swings, you basically have no rest between transition.
